Government officials, industry advocates and the researchers themselves say more studies are needed before drawing conclusions. While the findings are still preliminary, any documented hazards threaten to cast a shadow over hydraulic fracturing, or fracing. “It’s not really well understood how the environment interacts with genetics to produce these birth defects,” said Lisa McKenzie of the Colorado School of Public Health, who conducted research published in January in the journal Environmental Health Perspectives. “We really need to do more study to see what the association is, if any, with natural gas development.”

MEXICO CITY (Bloomberg) -- Petroleos Mexicanos, the crude producer that accounts for about a third of state revenue in Mexico, said it pays taxes on oil production volume that’s inflated by water and other measurement inaccuracies. Under existing law, the company known as Pemex pays some taxes based on reported volume at the wellhead, it said by email Aug. 22. In the statement, Pemex cut its year-to-date production to 2.34 MMbpd from a previously reported 2.47 million. Output was overstated because of water content and inefficient measuring and separation systems.

Kurds claim to stranded oil may turn on when Iraq lost control

HOUSTON (Bloomberg) – Iraq and the Kurdistan Regional Government must wait awhile longer for a U.S. judge to decide if he has authority to let federal agents seize $100 million worth of Kurdish crude waiting in a tanker off the Texas coast. Lawyers for the Iraqi Ministry of Oil convinced a magistrate judge last month to issue an arrest warrant for the 1 MMbbl cargo if the tanker enters U.S. territorial waters. That order would let U.S. marshals store the oil ashore at Iraqi expense until the dispute is resolved.

HOUSTON (Bloomberg) -- Oil rigs targeting oil in the U.S. declined by 25 this week to 1,564, according to Baker Hughes Inc. The drop was the largest since December 2012. Total rigs fell by 17 to 1,896, data posted on the company’s website show. The gas count increased by nine to 330, the Houston-based field services company said. Rigs fell the most in the Permian basin of Texas and New Mexico, dropping by three to 555.

Enbridge avoids U.S. review with plan to boost oil sands flow

CALGARY, Alberta (Bloomberg) -- Enbridge Inc. said it found a way to ship more Alberta oil to the U.S. that doesn’t require a review similar to the one faced by Keystone XL: switching crude from one pipeline to another before it crosses the border. The State Department, responsible for approving cross-border energy projects like the Alberta Clipper and the proposed Keystone XL line to the U.S. Gulf Coast, said in a statement that Enbridge can go forward with its plan under authority granted by previously issued permits. The plan drew criticism from environmental groups, including the National Wildlife Federation, opposed to new imports from Canada’s oil sands because mining and processing the fuel releases more climate-warming carbon than other types of crude.

Oil rigs extend record with Bakken drilling at 19-month high

HOUSTON (Bloomberg) -- Rigs targeting oil in the U.S. climbed to a record as drillers sought out crude in the Williston basin, one of the nation’s fastest-growing plays. Oil rigs gained one to 1,589, data posted on Baker Hughes Inc.’s website show. Those targeting crude in the Williston basin, home of the Bakken formation in North Dakota, rose by three to 194, the most since Jan. 18, 2013. The Denver-Julesburg basin and Niobrara formation spread across Colorado and Wyoming also added five oil rigs to reach a record 46, the Houston-based field services company said in an email.

The state, the biggest gasoline market in the U.S., received 2,737 bopd by rail from Utah in June, almost twice the volume of the previous month and up from nothing a year ago, data on the state Energy Commission’s website showed. HOUSTON (Bloomberg) -- Cobalt International Energy Inc. fell more than 10% after it reported a government corruption investigation into its Angola operations may lead to an enforcement action against the global oil producer. Cobalt, based in Houston, received a Wells Notice from the U.S. Securities and Exchange Commission alleging violations of certain securities laws, the company said August 5 in a filing. The notice is part of an investigation dating back to 2011 examining whether Cobalt may have violated the Foreign Corrupt Practices Act in Angola, one of its biggest regions for investment and exploration.

California takes record Utah oil by rail as Canada volumes slide

SACRAMENTO, California (Bloomberg) -- California, home to two-thirds of refining capacity in the western U.S., brought in a record volume of waxy oil by rail from Utah in June as crude imports from Canada and North Dakota slid. The state, the biggest gasoline market in the U.S., received 2,737 bopd by rail from Utah in June, almost twice the volume of the previous month and up from nothing a year ago, data on the state Energy Commission’s website showed. Canadian oil-by-rail imports dropped 25% to 6,669 bpd. North Dakota shipments shrank by 34% to 4,035.
