API welcomes Senate letter from Democrats on Keystone

American Petroleum Institute President and CEO Jack Gerard has welcomed a Senate letter sent from nearly a dozen Democrats to President Obama urging him to swiftly approve the Keystone XL pipeline and put thousands of Americans to work while enhancing U.S. energy security.

“The voices of bipartisan support for KXL continue to grow louder with many of those voices coming from the president’s own party,” said Gerard. “President Obama should listen to these voices and that of the majority of Americans who are beyond tired of waiting for this project’s approval.

“Delaying the decision on the Keystone XL sends the wrong signal to the rest of the world. A nation that continues to be indecisive on a simple a matter of our own energy security will have a hard time convincing the rest of the world we can be decisive when it comes to their interests. We’ve got to get focused on Keystone approval. The world is watching. We need to send the signal: We’re serious about our domestic energy policy and our global energy policy. It’s time to approve the Keystone XL pipeline.”

China's natural gas output rises to highest level in 2 years

China’s natural gas production rose in March to the highest level in two years as the nation seeks to use more of the cleaner-burning fuel.

Natural gas output in the world’s largest energy consumer rose 7.6% to 11 Bcm last month, data from the National Bureau of Statistics in Beijing show. That’s the highest since March 2012. NBS didn’t release output figures for January 2013 because the data was distorted by the Lunar New Year holiday.

The Chinese government sees expanding gas supply as a way to curb air pollution that has frequently exceeded limits recommended by the World Health Organization. The National Energy Administration said in its work plan in January that gas output is forecast to rise 12% from a year earlier to 131 Bcm this year.

“Higher natural gas output was boosted by robust demand as end users continue to switch their boilers from coal-powered to gas-fed amid environmental requirements,” Wang Ruiqi, an analyst with ICIS-C1 Energy, a Shanghai-based consultancy, said by phone.

Chinese Premier Li Keqiang said at the National People’s Congress in March that pollution is a major problem and the government will "declare war" on smog by removing high-emission cars from the road and closing coal-fired furnaces.

Crude processing last month increased 2.6% from a year ago to 41.9 million metric tons, and crude output fell 0.1%  to 17.64 million tons, according to the data. Power output rose 6.2% to 452.8 billion kilowatt hours.

Iran oil shipments highest since sanctions began, IEA says

Iran’s crude shipments in February were the highest since the imposition of sanctions and more than a limit agreed with Western powers in an interim nuclear deal, according to the International Energy Agency.

The country shipped 1.65 MMbpd to importing countries in February, the highest level since June 2012, the IEA said. March shipments, estimated to have fallen to 1.05 MMbpd, “will likely be revised upwards closer to February levels upon receipt of more complete data,” the IEA said.

“Imports of Iranian oil are running well above 2013 levels for the third consecutive month” and could remain high in April, the Paris-based adviser to 28 nations said in its monthly oil market report. Under the interim nuclear deal agreed in November, “Iran’s exports are supposed to be held at an average 1 MMbpd for the six months to end-July,” it said.

Iranian oil production plunged by 1 MMbpd, or 28%, from 2011 to 2013 after the U.S. and European Union banned imports of oil from the country and imposed financial sanctions. An interim accord easing restrictions on insurance for Iran’s oil shipments and freeing up cash held outside the country went into effect in January, in return for a suspension of some parts of the country’s nuclear program.

Crude shipments from Iran will probably average above 1.2 MMbpd over the six month period of sanctions relief, Richard Mallinson, geopolitical analyst at Energy Aspects, said by phone today from London.

Keeping production at the level of the last couple of months “will have a real knock-on effect in the diplomacy,” Mallinson said. “I don’t think it’s too late yet for Iran to moderate that short-term behavior, in order to rebuild some confidence in the talks and as they progress towards a final deal.”

Officials from Iran, the U.S., UK, France, Germany, China, Russia and the EU met in Vienna this week. “A lot of intensive work will be needed to overcome the differences,” between the two sides before a final July deadline for a nuclear deal, EU foreign policy chief Catherine Ashton said as talks ended April 9. Diplomats will meet again on May 13 for talks.

The IEA revised upward February import volumes of Iranian crude by 240,000 bpd after it gathered more complete data. China, India, and South Korea all imported more Iranian oil than originally estimated in last month’s report, the IEA said. The agency counts cargoes once they are received in importing countries.

Buyers permitted to import Iranian crude under U.S. sanctions are Turkey, China, Japan, India, South Korea and Taiwan. In March importers of Iranian oil expanded to include Albania and Syria, the IEA said. February data for Chinese, Indian and Korean imports were revised upwards by 168,000, 93,000 and 83,000 bpd respectively. Japanese data was revised down by 103,000 bpd.

Iranian crude stored on tankers fell from 32 MMbbl at the end of February to 22 MMbbl at the end of March, the agency said citing data from E.A. Gibson Shipbrokers.

Emerson invests $60 million in new flow measurement facility

Emerson Process Management is expanding the company’s existing manufacturing and engineering services campus in Cluj-Napoca, Romania.

The expansion includes a new, 18,800-sq-m flow measurement manufacturing building. This $60-million investment will help meet growing demand for the company’s flow measurement products and services in Europe and other regions.

Additionally, in the summer of 2014, Emerson Process Management moves into a separate, newly constructed $16-million facility on the Cluj campus that will be home to the Regional Project Engineering Center and the European System Integration Center for its PlantWeb Solutions Group. This facility will house up to 600 employees who provide engineering and support services for European control systems and automation projects, plus an initial 100 additional personnel to assemble and test control systems for projects throughout Europe.

The new flow technology manufacturing building will offer calibration, services, and customer training facilities for Emerson Process Management’s Micro Motion, Rosemount, and Roxar flow measurement technologies. This facility will provide modern and spacious production capabilities as well as offices for engineering and customer support services, and fulfill market demands for quality and traceable calibration.

In addition, a state-of-the-art customer experience center is planned that will incorporate training and meeting facilities, along with displays of Emerson technologies.  The new facility adds to Emerson’s current European network of facilities, which includes an existing flow manufacturing and service center in Ede, the Netherlands.

“These additional capabilities increase our flexibility and ability to manage our European customers’ most challenging needs,” said Sonnenberg.

The company’s Cluj-Napoca campus currently manufactures Fisher pressure regulators, Roxar flow metering and flow assurance products, Rosemount Analytical products, Leroy-Somer power generators, Control Techniques electrical equipment for photovoltaic power plants, RIDGID tools, and Appleton A.T.X. lighting fixtures and junction boxes for hazardous and adverse environments.

Regulators to require two-person crews on crude trains

U.S. regulators, acting after an oil-train derailment last year ignited a fireball that killed 47 people in Canada, said they intend to require at least two crew members for crude shipments, a proposal opposed by the railroads.

The Federal Railroad Administration also will establish minimum crew size standard for most freight trains and passenger rail lines, the agency said in a statement.

“We are committed to taking the necessary steps to assure the safety of those who work for railroads and shippers, and the residents and communities along shipping routes,” Transportation Secretary Anthony Foxx said in a statement.

The agency is acting after a train that was operated by one person was left unattended for the night in July and rolled into the center of Lac-Megantic, triggering a fatal explosion that destroyed half the town.

The Association of American Railroads, whose members include Berkshire Hathaway Inc.’s BNSF, said large railroads already run oil trains with at least two crew members.

Nevertheless, Edward Hamberger, the group’s CEO, said the Federal Railroad Administration “has never shared an iota of data that shows or proves two-person crews are safer.”

“If a regulation is proposed, then the least that can be expected is that a federal agency should back it up with grounded data that justifies the recommend rule,” Hamberger said in a statement.

FRA administrator Joseph Szabo said in the agency’s statement that two-person crews would improve the safe transport of crude oil.

Crude-by-rail shipments have soared as oil drillers employ new technologies to crack open and free oil and gas from shale formations at a faster pace than pipelines can handle.

Canadian investigators found that the brakes on the Quebec train weren’t applied with enough force. Canadian regulators have since banned one-person train crews when hauling hazardous material.

“Whether a railroad is carrying crude oil through towns across America, or people taking a well-earned vacation or commuting to work, we need to make sure people are safe, whether on the train and near the tracks,” said Senator Patty Murray, a Washington Democrat.

Murray is the chairman of the Senate Appropriations transportation subcommittee, which is holding a hearing on rail safety today.

Previously, the Transportation Department ordered energy companies using rail to ship oil to test the chemical composition of all crude before loading it on tank cars. It is also studying whether rail cars carrying crude need to be made more robust to lower the risks a derailment will cause an explosion.

Foxx told the subcommittee the oil industry has provided a minimal amount of data on the characteristics of oil from North Dakota’s Bakken shale region, which is slowing down efforts to improve the safety of transporting the fuel. Bakken crude may be more volatile than other types of oil.

Texas upstream petroleum economy sustains record run

The upstream oil and gas economy in Texas ventured further into uncharted territory in February, as rapidly increasing production, higher wellhead prices, and revised statewide employment numbers boosted the Texas Petro Index (TPI) to a record 300.6.

“Texas producers increased oil output by more than 22% in February compared to February 2013, and natural gas production was up about 1.0%,” said Karr Ingham, the economist who created the TPI and updates it monthly.

“Combined with higher wellhead prices for both commodities, the value of oil and gas produced in Texas during February increased by more than $2.85 bn in the past year to about $10.63 bn.”

Ingham noted that Texas producers recovered about 2.75 MMbpd of crude oil during February, “the most since 1980.”

Ingham said revised statewide employment estimates by the Texas Workforce Commission indicated the oil and gas industry continues to hire new workers at an impressive pace, faster than even the stout growth in prior years.

“In 2012, workforce commissioners revised total upstream payroll employment upward by about 3,200 jobs to more than 270,000 jobs, which reflected a growth rate of 10.2% at yearend compared to yearend 2011,” Ingham said. “In 2013, another 10,000 jobs were added to upstream oil and gas company payrolls, and that job growth has escalated in early 2014.

“At yearend 2013, the year-over-year rate of industry employment growth was about 3.7%; in February, the year-over-year rate of industry employment growth was nearly 5%, with about 13,400 jobs added over the last 12 months,” he said. “Since the industry downturn in 2009, about 103,000 jobs have been added to upstream oil and gas company payrolls.”

A composite index based upon a comprehensive group of upstream economic indicators, the Texas Petro Index in February moved above 300.0 for the first time to a record 300.6, up 7.6% compared to February 2013.  Before the current economic expansion, the TPI’s previous all-time high of 287.6 occurred in September and October 2008, after which the TPI declined to 188.5 in December 2009 before embarking upon the current growth cycle.

The Texas Petro Index is a service of the Texas Alliance of Energy Producers, the nation’s largest state association of independent oil and gas producers.

ConocoPhillips raises Eagle Ford resource estimate

ConocoPhillips has reaffirmed its objective to deliver double-digit returns annually to shareholders at its Analyst Meeting held at the New York Stock Exchange. Members of the company’s executive leadership team outlined ConocoPhillips’ goal to consistently deliver 3 to 5% compound annual growth in production and margins.

ConocoPhillips also highlighted its substantial U.S. unconventional position and announced an increase of its estimated resource base in the prolific Eagle Ford play. Based on its prime acreage position and technical knowledge, the company has increased its estimates from 1.8 billion to 2.5 billion bbl of oil in place. Production is also expected to increase from current volumes to more than 250,000 boed by 2017.

“ConocoPhillips’ wells in the Eagle Ford have the highest oil rates per well and are leading the industry in value. This is attributable not only to the fact that we are in the best part of the play, but also to our relentless focus on  technical innovation and drilling and completion cost efficiencies,” said Chairman and CEO Ryan Lance. “We are applying these benefits and efficiencies across our unconventional portfolio in the Bakken, Permian, Niobrara, Canada, and outside of North America. We believe our unconventional resource base is unmatched, particularly for a company our size."

“Beginning this year, we will be growing production and margins across our diverse asset base, and allocating 95% of our annual capital expenditures to growth projects and programs with margins that are higher than our average margin today. We believe we have the asset base, technical capability, world-class workforce and financial strength to deliver on our unique value proposition,” Lance added.

Since 2009, ConocoPhillips has added 6.7 billion boe of resources through a diverse and balanced exploration and appraisal portfolio of high-value opportunities. Among the high-quality prospects are four large U.S. Gulf of Mexico discoveries – Tiber, Gila, Shenandoah and Coronado. Further activity is targeting offshore prospects in Australia, Angola and Senegal; conventional exploration in Norway and Indonesia; and unconventional exploration in North America, Poland and Colombia.

In its first two years as an E&P company, ConocoPhillips generated proceeds of $12.4 billion from non-core asset sales, advanced new growth projects, achieved visible margin growth, accessed new organic growth opportunities, participated in successful deepwater Gulf of Mexico discoveries and maintained a strong dividend.

Over the next several years, ConocoPhillips plans to execute a disciplined capital program of approximately $16 billion per year and achieve the company’s organic reserve replacement target of more than 100%. The company expects to generate 3 to 5% compound annual production growth and margin growth from major development programs and projects already under way in the U.S. Lower 48, Canadian oil sands, UK and Norwegian North Sea, Malaysia and Australia.

Cub Energy commences drilling of Olgovskoye-11 well

Cub Energy reports that the Olgovskoye-11 (O-11) development well has commenced drilling. The O-11 well is operated by KUB-Gas, a partially-owned subsidiary in which Cub has a 30% effective ownership interest through its 30% shareholding of Kubgas Holdings.

The O-11 well will be drilled as a step out to the O-9 well for the R30c zone in the Bashkirian and an appraisal of the O-15 well in the S6 zone of the Serpukhovian. The well is located approximately one km southeast of the company’s Olgovskoye-15 (O-15), which was drilled last year and began producing from the S6 in July 2013.

The well will be drilled with the KUB-Gas owned K-200 drilling rig and the company expects that both zones targeted in the O-11 will require fracture stimulation. The O-11 well is expected to take approximately 70 days to reach TD.

The company’s Olgovskoye field comprises approximately 43% of gross KUB-Gas production and is Cub’s second-highest producing field. Given the success last year in the Serpukhovian with the O-15, and the M-16 well on the Makeevskoye field, the company’s new exploration and development efforts have been expanded to include the deeper Serpukhovian targets.

Alberta considers emissions rules to win support for oil sector

Alberta will likely implement energy efficiency measures and public transit when it revamps its climate-change policy to win support for its oil sector, the fastest-growing source of global warming in the country.

The Canadian province plans to have new regulations on emissions “in the near future” and may include a higher carbon price and strategies for cities and consumers to increase energy efficiency and deploy more renewable energy, Robin Campbell, Alberta’s environment minister, said in a phone interview.

“It’s important that as we look at our strategy going forward that we’re able to show real results,” the minister said from Edmonton. “The world is on us and they’re watching very closely what we’re doing.”

The struggle by Alberta’s oil producers for access to new markets, as reflected in President Barack Obama’s delays in approving TransCanada Corp.’s Keystone XL pipeline, is being made amid opposition to oil sands bitumen because of its higher carbon intensity and concerns around air and water pollution. Campbell’s comments counter former Premier Alison Redford’s stand that Alberta wouldn’t enact new greenhouse gas rules until the U.S. does the same for its oil and gas industry.

The province in 2008 targeted a reduction of greenhouse gas emissions by 50 million metric tons by 2020, which Campbell said he’s “comfortable” that Alberta will reach.

“Considerable improvement” is required by the province to help it reach its own, as well as Canada’s, emission targets, according to a study last year by the Calgary-based Pembina Institute, an environmental consultancy. Alberta’s electricity production is dominated by coal and natural gas and makes up half of the country’s emissions from power generation.

Meanwhile, the federal government has committed to reducing emissions by 17% by 2020 from 2005 levels, a target that will require stricter regulations for the oil and gas sector, the Pembina study said. Those rules have been delayed for several years under Prime Minister Stephen Harper.

Alberta, Canada’s wealthiest province per capita, may enact stricter regulations before the federal government imposes rules on the sector, Campbell said. “Politics can always throw a screw into things.”

“In Alberta, market access is important to us,” the minister said. “We want tidewater prices, so we have to get to the coast.” Alberta is one of two land-locked Canadian provinces.

Western Canada Select, the nation’s benchmark heavy crude, traded at a $19.10 discount to West Texas Intermediate at the close on Tuesday. The gap has been as wide as $42.50 in recent years and costs the Canadian economy C$50 million ($45.5 million) a day, according to the Canadian Chamber of Commerce.

As part of Alberta’s existing climate change mitigation efforts, the provincially-funded Change and Emissions Management Corporation yesterday announced the winners of a competition to find uses for carbon.

Alberta currently requires companies that emit more than 100,000 metric tons of greenhouse gases a year to cut emissions per barrel by 12% or pay a penalty of C$15 per ton. The proceeds from the levy are paid into a fund that companies can use to develop technology to cut carbon output. It has collected about C$400 million as of Jan. 2, according to the government.

The Alberta price for carbon compares to about 5 euros ($6.91) a ton for emissions permits on London’s ICE Futures exchange.

The new Alberta regulations need to result in “real reductions” of carbon dioxide, said Campbell. “Of course we’re not seeing the real reductions in the oil sands because demand for energy is growing.”

Proposed tax plan could pay oil dividends to California residents

Billionaire environmentalist Tom Steyer is lobbying for a new law in California that would force energy companies to share as much as $2 billion of the state’s oil wealth with residents.

The proceeds would come from an “extraction tax” -- fees producers would pay on their crude oil output. Similar taxes already exist in most major drilling states such as Texas and North Dakota, with California a longtime holdout.

The tax might be used to pay a dividend directly to California residents, such as the one paid to Alaskans from that state’s oil revenue, according to a proposal Steyer will unveil today in a town hall meeting in San Jose, California. It might also be used to fund savings accounts for newborns or middle class tax cuts. A 9.9% per barrel tax on California oil production would yield $1.5 billion to $2 billion annually, Steyer estimates.

The former hedge fund manager, who has pledged to raise and spend as much as $100 million on climate-related political advocacy this year, is focusing on drilling in California. Steyer’s campaign is poised to galvanize opposition to the oil industry as the state weighs the costs and benefits of accelerated drilling in the largest undeveloped crude formation in the U.S.

“We’re trying to do a grassroots campaign here,” Steyer said in an interview. “We’re trying to engage the people of California on this in a way that could make a difference.”

Steyer has been an active force in California politics, successfully backing a 2012 proposition to close a corporate tax loophole and a 2010 proposition that would have undercut state laws aimed at reducing greenhouse gas emissions.

His newest “Fair Shake” campaign includes a proposal to ban hydraulic fracturing unless two thirds of a county’s residents vote to approve it.

The energy industry has beaten back previous efforts to introduce a production tax in California, most notably in 2006 when a proposition backed by Hollywood producer Steve Bing was defeated by more than 700,000 votes.

That campaign was among the most expensive in state history, with both sides spending more than $140 million, according to the Institute of Governmental Studies at the University of California-Berkeley. Chevron Corp. spent more than $30 million to defeat the proposal.

“As the largest oil and gas producer headquartered in California, Chevron provides significant economic value to the state through taxes and royalties, investments and job creation,” said Kurt Glaubitz, a Chevron spokesman. “This proposal will hinder our state’s fragile economy, increase business and consumer costs and discourage job creation.”

California residents in some areas are showing increasing hostility to new drilling plans as companies such as Occidental Petroleum Corp. seek to tap the state’s vast Monterey shale. The formation, which stretches almost from Los Angeles to San Jose, may hold as many as 15 billion bbl of oil, according to a 2011 report from the U.S. Energy Information Administration.

The city of Carson and Santa Cruz County have temporarily halted drilling, and Los Angeles is weighing a similar proposal. More than 60 other communities in the state are considering such measures, according to CREDO, an activist group sponsoring and tracking petitions for moratoriums.

California Governor Jerry Brown, a Democrat, has introduced new regulations to govern the practice of fracing.

The town hall today in San Jose is meant to start a discussion on how funds from a potential extraction tax would be used, said Steyer, who spent millions last year through his political action committee NextGen Climate Action to oppose construction of the Keystone XL pipeline. Keystone XL, still awaiting U.S. approval, would carry crude from Canada’s oil sands to Gulf Coast refineries.

Steyer’s California campaign will first seek to push its initiatives through the state legislature. He declined to say whether he would consider a ballot proposition to force a statewide vote.

“When Californians have voted through elected representatives or direct democracy on this issue, they always reach the same conclusion,” said Tupper Hull, a spokesman for the Western States Petroleum Association in Sacramento. “It’s bad policy for the business climate in California, and bad policy for consumers.”

Thirty states have some form of an oil and gas production tax, including every major producer except California and Pennsylvania, according to the National Conference of State Legislatures. Texas uses its “severance” tax on production, which collected about $4.5 billion in revenue last year, to help fund public education.

Kuwait sees rising crude production amid improved extraction

Kuwait plans to increase oil output 23% by 2020 as improvements in how crude can be extracted allow the third-largest producer in OPEC to pump more.

The country will boost supply to 4 MMbpd from about 3.25 MMbpd by using enhanced extraction methods, Kuwait Oil Co. CEO Hashem Hashem said at a conference in Kuwait City. The supplies include 300,000 bpd from northern oil fields and a similar amount of crude and condensates from the Jurassic natural gas project, he said.

“We have the reserves and we have a proven capability to advance projects in a timely manner; but there is always a risk that the skill mix in our organization may not be keeping up with the increased complexity of the reservoirs,” Hashem said. “It is time to be proactive and invite new approach from experience around the world to upgrade our capability.”

Oil Minister Ali Al-Omair yesterday said he saw no risk of oversupply in global oil markets because demand growth will match output increases. Brent, the benchmark for half the world’s crude, fell 2% this year on concern that increased supply from Iraq, Iran and Libya would outstrip demand and amid signs of slower economic growth in China.

Kuwait plans to spend $100 bn on oil and gas projects, according to the U.S. Energy Information Administration. It is the third-largest producer of the Organization of Petroleum Exporting Countries, after Saudi Arabia and Iraq.

As well as the additional crude supply, Kuwait plans to upgrade two of its three refineries to increase so-called clean fuels output, and build a fourth.

The nation is also building a refinery in Vietnam, planning one in China and another in India to secure markets for the crude it produces.

Enhanced oil recovery should lift production in northern fields including Sabriyah, Raudathain, Bahra and Abdali to 1 MMbpd, from about 700,000 bpd now, said Hashem. Another increase of 300,000 bpd to 350,000 bpd will come from condensates and crude produced by the Jurassic Gas project, he said. Kuwait Oil signed a deal four years ago to develop the deposit with Royal Dutch Shell Plc.

Development of heavy oil in fields across the country, including Ratqa, which require steam injection in reservoirs, will add 60,000 bpd by 2018, 120,000 bpd by 2020 and possibly 270,000 bpd by 2030, he said. A 1.2 billion-dinar ($4.3 billion) construction contract for the first phase will be awarded this year, he said.

CEPSA acquires a 30% stake in an exploratory block in Liberia

CEPSA has acquired a 30% stake in a hydrocarbon exploration block off the Liberian coast in West Africa. Block LB-10 is operated by Anadarko Liberia Block 10 Company, a wholly-owned subsidiary of Anadarko Petroleum headquartered in The Woodlands, Texas.

The farmout agreement provides, in part, that CEPSA will participate in the drilling of two exploratory wells before August 2016. The block is in a deepwater area, with depths of approximately between 1,000 and 2,000 m. Anadarko has extensive experience as an operator in this basin. Other companies with participation in the block are the London-based company Liberia Japan Petroleum and Spanish integrated Repsol.

This acquisition has enabled CEPSA to add to its offshore portfolio, which already includes two exploratory blocks in Brazil and one in Suriname and exploration and production blocks in Thailand and Malaysia.

The operation is part of CEPSA' s expansion strategy in exploration and production. It will also be an opportunity to increase our technical capacities in the high potential offshore area in West Africa.

Statoil to cut oil sands CO2 emissions by 20%

Statoil ASA expects to decrease carbon-dioxide emissions per barrel from its Canadian oil-sands projects by 20% within six years, responding to environmental criticism of the crude production method.

Norway’s biggest energy producer said yesterday that carbon intensity from its oil-sands operations rose 25% from a year earlier to 69.7 kilograms of carbon dioxide per barrel.

Statoil is applying solvents to its steam-assisted techniques and will use valves to better direct steam to areas that need it, Staale Tungesvik, president of Canadian operations, said in a telephone interview. The Stavanger-based company also is considering different drilling techniques and more efficient water-recycling processes.

“The difference between oil sands and conventional oil production is that we use gas to heat water to create steam, so the footprint of CO2 is very much out of the generation of steam,” Tungesvik said. “We believe that we have identified technologies that will help us reach our target of reducing CO2 intensity by 20% by 2020.”

Emissions from Alberta’s oil sands have become a focal point for opposition to Calgary-based TransCanada Corp.’s Keystone XL pipeline, which would carry bitumen from the oil sands to U.S. Gulf Coast refineries. Opponents like billionaire Tom Steyer say the line would encourage companies to exploit the world’s third-largest crude reserves, unlocking vast amounts of carbon and accelerating climate change.

Carbon emissions from the oil sands won’t improve without new government policy, said PJ Partington, an Ottawa-based analyst at the Pembina Institute, an environmental think tank.

“Without more stringent policies to drive innovation and deployment of new technologies, carbon intensity is expected to remain flat for the foreseeable future,” Partington said by phone.

The intensity of greenhouse gases in oil-sands emissions fell 7.7% from 2008 to 2012, the Canadian Association of Petroleum Producers, an industry group, said in a Nov. 5 report.

Oil-sands crude is on average 9% more carbon intensive than the U.S. average on a wells-to-wheels basis, which measures CO2 emissions from the start of oil production through to combustion, according to the CAPP report.

Statoil’s carbon emissions from oil-sands production will likely decline this year, Tungesvik said. “With stable production and new technology, I would expect we’ll have lower numbers this year than we had last year,” he said.

By 2025, the Norwegian company has voluntarily targeted to reduce CO2 intensity at its oil-sands operations by 40%.

“It’s about earning more money,” Tungesvik said. “And we think that should go hand-in-hand to improve environmental impact.”

Emerson’s new ultrasonic flow meters improve accuracy

Emerson Process Management has introduced new Daniel multi-path gas and liquid ultrasonic meters that feature a next-generation electronics platform.

The accuracy, line size breadth, and flexibility make the new JuniorSonic one-path (3411) or two-path (3412), and SeniorSonic four-path (3414) gas ultrasonic meters ideal for a number of flow measurement applications. In addition, the new four-path (3814) liquid ultrasonic meter expands on the functionality and performance of its predecessor, the 3804 liquid ultrasonic meter, to offer improved reliability for custody transfer applications.

With faster flow sampling rates, the new electronics platform significantly increases the data set used to calculate average velocity, allowing rapid recognition of changing flow dynamics. Users will have access to high-volume data capture as well as detailed flow parameters, including pressure, temperature, and gas composition, allowing the meter to act as a redundant flow computer.

Improved calculations for auditing or invoice resolution are enabled by the electronics’ fast delivery of key data from the meter’s audit trail. The audit trail complies with American Petroleum Institute Standard 21.1, and is supported by a standard 128 MB non-volatile memory. Access to alarms, events and configuration changes is provided in a matter of seconds.

Additionally, the meters’ electronics feature a compact circuit board for increased reliability and maintainability, simplifying field removal and reinstallation. The electronics retrofit Daniel legacy ultrasonic meters and are expandable, enabling future upgrades to help meet changing customer needs. The electronics support remote access as well as true 100BaseT Fast Ethernet connectivity to facilitate enterprise-wide communication and integration.

To further improve reliability and uptime, each Daniel gas ultrasonic meter is supplied with new, rugged T-20 Series transducers that are engineered for wet, rich and/or dirty gas applications.  The transducers facilitate troubleshooting by enabling operators to quickly detect and isolate problems, preventing unnecessary depressurization of the meter.

The new Daniel gas and liquid ultrasonic meters are also equipped with an updated version of MeterLink (v1.10), a configuration and diagnostic software that utilizes an intuitive interface to improve overall functionality and ease of use.  MeterLink displays abnormal flow profiles, upstream blockage, deposit build-up within the meter, and the existence of liquid hydrocarbon in gas.
